Standards of Acceptable Behavior Policy (2026)

Penn Hills Library is a public building intended for the educational, informational, and recreational needs of the community. We strive to be a safe and welcoming place for our community and expect all patrons, staff and volunteers to treat each other with respect in the Library building, over the phone, and in online Library spaces. We have a responsibility to foster an environment where as many people as possible are able to access and enjoy the library.

Staff members will respond to unacceptable behavior in a direct and transparent manner and try to resolve issues compassionately. If the unacceptable behavior is not corrected, a patron may have certain library privileges suspended. The patron may also be asked to leave temporarily or for an extended period of time depending on the behavior. Staff reserve the right to ask a patron to leave without warning if deemed necessary.

Behaviors that are not permitted include but are not limited to:

  • Threatening, harassing or intimidating language or behavior, including that of a sexual or discriminatory nature
  • Smoking, vaping, or using tobacco
  • Destruction or theft of Library or personal property of staff, volunteers or other patrons
  • Using or being under the influence of drugs or alcohol
  • Improper dress, including bare feet or no shirt
  • Taking video of or photographing someone without their permission
  • Recording or photographing in the Library space without staff permission
  • Entering staff-only areas without staff permission
  • Unreasonable or highly disruptive noise or behavior
  • Soliciting, petitioning, or distributing printed materials without staff permission
  • Prohibited items, including weapons such as firearms and sharp objects

This policy will be reviewed annually.
